timing chain binding?

On my dohc motor (mark viii), I decided to install a new oil pump/pickup tube and I had marked the timing chain before removing it from the sprocket on the crank. I installed the pump and tube, put the chain back on as I had marked it and then the timing cover. With the balancer off, I spun the crank and it made no noises, I torqued down the balancer and hand cranked the motor again and on the bottom sprockets, it sounded like the timing chain was binding. Anyone have an idea on how to fix this?

It could be a number of things. My bet would be either the chain is hanging up on the guide slide or one of the hydraulic slack adjusters is stuck.
